

If you use a HOSTS file, you could try disabling it, temporarily, and see if that makes a difference. it is possible that something on your computer is blocking the file from being downloaded properly. i don't know why you had a problem with downloading and running the stub-install for "adobe reader DC".

There are several cases, posted in mozilla's "bugzilla", where people claim that mozilla's "check your plugins" reports erroneous information for the "adobe reader plugin".
